AUSTIN — A group of Llano County citizens announced Monday at a news conference in the Texas Senate press room that they had secured a Temporary Restraining Order banning the Llano Independent School District from using CSCOPE lesson plans until the State Board of Education approves them.

The restraining order, issued by State District Judge Dan Mills on Friday, Aug. 9, lasts 14 days and at the moment pertains only to Llano ISD, said attorney Tim Cowart, who is representing the plaintiffs in the case.

A formal hearing on whether to issue a temporary injunction is scheduled for 1:30 p.m. Friday in District Court in the Burnet County Annex.

Lt. Gov. David Dewhurst joined the group Monday, commending the effort from the parents, grandparents and citizens of Llano County, saying, “American democracy has been and will always based on the active participation of citizens.

“This is about teaching Texas children and empowering teachers to inspire these children,” he said.

Opponents of the CSCOPE lesson plans, developed by state supported Education Service Centers and used by 70 percent of Texas school districts, say they reflect a liberal bias and promote socialism and Islam over American and Christian ideals.

“Lesson plans historically have been under local control,” Dewhurst said, and he believes this should remain the state’s approach. He said the best possible solution was to eliminate and replace the lessons or fix the “fact errors and bias.”

Dewhurst said he hopes the State Board of Education’s meeting on Sept. 17 and 18 will be open for public comments. The state’s lieutenant governor emphasized citizen participation, such as looking online for other lesson plans and then taking those ideas to school board meetings.

Ultimately, the plaintiffs are requesting a Declaratory Judgment, which states “CSCOPE lesson plans shall not be used by LISD without approval pursuant to Section 31.022 of the Texas Education Code,” according to the injunction.

Section 31.022 refers to the review and adoption process by the State Board of Education.
