Why should states pay a fortune to develop their own ELAR (English / Language Arts / Reading ) standards when they can start from a Type #1 foundation and use whatever they like from these Type #1 standards for FREE?

The public needs to know that at least in the area of ELAR, taxpayers should not have to pay for their state to start from scratch. The work has already been done.
