This is a nice top-level presentation of the background for an earlier discussion about Finland if I remember correctly. I have mentioned that I’m not a big PISA fan – largely because the mathematics level is too low as an assessment of competence needed to go forward in math-based studies – but, in spite of that, weak is weak.
