H.R. 1 was passed by the Democrat-controlled U. S. House on 3.1.21 – the vote was 220-210. All Republicans and one Democrat (Rep. Bennie Thompson of Miss.) voted against H. R. 1.  

To get through a filibuster in the U. S. Senate, H.R. 1 would need 60 votes. Presently there are 48 Democrats and 2 independent Senators. To overcome the filibuster, all 10 Republicans would need to vote against H.R. 1.

***H.R. 1 bans state voter ID laws by forcing states to allow individuals to vote without an ID and merely signing a statement in which they claim they are who they say they are.
