“Put the Blame on House Speaker Phelan”

By Donna Garner

7.11.21

When I contacted Tex. Lt. Gov. Dan Patrick to ask him about his stance on the issue of gender modification of children, he told me that he is the only Texas state leader (both in words and in actions) that is fully behind ending gender modification surgery on children. He considers it to be child abuse [which it most certainly is].

During this last Regular Session, Lt. Gov. Patrick as the leader of the Texas Senate, passed two bills on this issue out of the Senate; those bills were authored by Sen. Perry and Sen. Hall.  Miraculously, Sen. Hall’s bill was passed on the last day of the Regular Session.  Lt. Gov. Dan Patrick, working with Sen. Bob Hall, made that happen.

Unfortunately, the Texas House under Speaker Phelan did not give either of those bills a hearing.

Lt. Gov. Patrick has voiced his position against the gender modification of children many times – including at the CPAC meeting this last week (https://www.danpatrick.org/cpac-texas-2021/).  He tried hard to get Gov. Abbott to put that issue on the Special Session agenda, but Patrick cannot be blamed for what Gov. Abbott decides to do.

Recently an e-mail alert has been widely circulated which blames Lt. Gov. Patrick and other Texas Republican leaders (e.g., Gov. Abbott, Rep. Phelan) for having taken more than $259K from “Friends of UT Southwestern Medical Center PAC.”  Evidently, UTSM does provide “multidisciplinary care to transgender children and adolescents.” However, to be fair, with the thousands of many types of surgeries performed throughout all of the various medical areas at UTSM, it would be difficult-to-impossible for any of these Texas Republican leaders to know about all of them.

I knew before Tex. Rep. Phelan was chosen to be Speaker of the House on 1.12.21 by the Republicans (including the conservatives), he had had a record of supporting the LGBTQ community. That is why I asked the conservatives not to choose Phelan. In my way of thinking, the blame should fall upon Phelan. It was he and his minions who slow-walked the gender modification bills to keep them off the House floor for debate.  Let’s put the blame where it belongs – at the feet of Rep. Phelan.

It is my understanding that the public still has a chance to plead with Gov. Abbott to put gender modification on the Special Session agenda.

ASK GOV. ABBOTT to put the Republican Legislative Priority “Children and Gender Modification on the agenda for the special legislative session.
