TEX. LEGISLATORS — DO NO EVIL — VOTE AGAINST HB 2113 – ELIMINATING STATE TESTING IN PUBLIC SCHOOLS

On 2.20.19, Tex. Rep. Matt Krause filed the Student Testing and Assessment Reform  (STAAR) Act (HB2113) which would bring major reform to the STAAR and end-of-course (EOC) assessments currently being administered by public schools in Texas.

Specifically, the bill would:

1. Eliminate all STAAR exams that are not federally required – including 4th & 7th Grade Writing, as well as 8th Grade Social Studies.

2. Remove all end-of-course exams for high school students and comply with federal reporting standards by administering post-secondary education entrance exams – including SAT, ACT, and TSI.  [ https://capitol.texas.gov/BillLookup/Text.aspx?LegSess=86R&Bill=HB2113 ]

I and others have written extensively for many years on this subject, and there is no way I could put into a succinct little paragraph HOW VERY WRONG HB 2113 WOULD BE FOR OUR TEXAS PUBLIC SCHOOL STUDENTS.

Rather than attempt the impossible — the “one paragraph approach” — let me start by making sure Rep. Krause and the rest of the Texas Legislators understand this very simple chart that says it all.  There are only two philosophies of education, and they cannot be mixed successfully any more than water and oil can be mixed:

Next, Texas legislators also need to understand this basic principle: “Whatever gets tested gets taught.” 

The TEKS (Texas’ curriculum standards) are adopted by the elected members of the Texas State Board of Education. The TEKS form the basis for the questions on the STAAR/End-of-Course tests.

Teachers who want their students to do well on the STAAR/EOC’s will develop teaching units that teach what is in the TEKS. This means that the STAAR/EOC tests do direct the teaching units that good teachers teach their students, impacting day-to-day instruction at the classroom level.    

The STAAR/EOC’s are a “measuring stick” that tell students, parents, teachers, and administrators how well those TEKS have been mastered.  As I have stated many times, “If I knew of a better way than the STAAR/EOC’s to hold teachers/students accountable to teach/learn what is in the TEKS, I would be the first in line to applaud the better way.”

However, I have never had any one show us a better way to make sure teachers teach with fidelity what is mandated by the state of Texas; and I have never had any one show us a better way to make sure students learn what they are supposed to learn at each grade level than to administer state-mandated tests built on the SBOE adopted TEKS.

Do away with the STAAR/EOC tests…hence, do away with the TEKS curriculum standards mandated under the Texas Education Code…

Do away with the STAAR/EOC tests…lose all control over grade-level academic standards…teachers ignore TEKS

What about Rep. Krause’s idea of having high-school students take the SAT instead?  …SAT aligned to Common Core…Common Core illegal in Texas according to Texas Attorney General…SAT not aligned to TEKS adopted by the SBOE…not grade-level-specific…cannot be a “measuring stick” for K-12

TO HELP TEXAS LEGISLATORS UNDERSTAND HOW TO IMPROVE ACADEMIC ACHIEVEMENT IN CLASSROOMS

So that Texas Legislators can decide for themselves whether or not to support Rep. Krause’s destructive bill (HB 113), I am providing links to important articles for them and for their staffs to study. I realize that they are not classroom teachers nor education experts. 

These articles are from authors who do NOT  have vested interests such as vendors, lobbyists, and the “education establishment” (who will do almost anything rather than to be held accountable to an objective standard).
